Additional Property Attributes

The Property consists of five parcels totaling approximately 0.61-acres occupied by a residential building, a community bicycle garage, and vacant grassy lots in the City of Green Bay. Historic documents show the Property previously consisted of numerous residential as early as the 1880s and has since been occupied by dwellings and small commercial parcels utilized as a hose house, city storage, a voting booth, and a small car care facility. Surrounding parcels are a mixture of residential and commercial, including an adjacent dry cleaner which is currently in operation and has reported a previous release of tetrachloroethene (PCE).

The City has executed a development agreement with a private/non-profit developer to construct a 7-unit, mixed-income townhouse development on the site. The developer purchased the property from the City of Green Bay Redevelopment Authority in October 2024. A Phase I ESA, Phase II ESA, Site Investigation and Remedial Action Plan were completed under a previous EPA Assessment Grant #BF00E02715.

The WDNR has approved the previous Remedial Action Plan, with the addition of a vapor mitigation system to be installed during construction of the building on the southeast corner of the property due to its proximity to the adjacent Tidy Cleaners release. The developer has received an offsite liability exemption from the Wisconsin Department of Natural Resources for the presence of PCE which potentially extends onto the property through migration of soil gas vapors. Soil contamination associated with the presence of undocumented historic urban fill material on the Property has been identified through the Phase II ESA and site investigation, with a remedial action plan that includes capping of the contaminated soil and installation of a vapor mitigation system.

Cleanup activities are anticipated to begin in the Spring of 2025.
