Daybreak Youth Services (Daybreak) listed the property for sale in July of 2019. Daybreak received a Letter of Intent on May 14, 2020 from West 77 Partners, headquartered in Bellevue, Washington indicating they were prepared to acquire the Property. The proposed reuse of the Property is not known at this time, however an inspection of the West 77 Partners website indicates that many of their projects are hotel developments (http://www.west77partners.com/about/our-history/). A 2018 Phase II ESA completed at the Property identified fill material containing polycyclic aromatic hydrocarbons (PAHs) and lead at concentrations that exceed the applicable cleanup levels. The fill material is thought to have originated from the Great Fire of 1889, which destroyed the City's downtown commercial district including 25 city blocks and a total of 120 acres. Rubble and other debris resulting from the fire were known to have been deposited in the property vicinity to fill natural depressions, ponds and lagoons that formed during the last ice age. As a condition of the Property sale, a provision must be recorded in escrow to account for the cost of environmental cleanup needed at the Property. An analysis of brownfield cleanup alternatives (ABCA) is needed to identify the cost and preferred remedial alternative to cleanup the Property and facilitate the pending sale.
In 2021, the Washington Department of Ecology provided state funding to support the Spokane Housing Authority's plans to purchase and redevelop the site for affordable housing. Supplemental investigation and site reuse planning were completed in 2022. The results of the supplemental investigation were used to refine the potential cleanup costs. Spokane Housing Authority decided not to move forward with the purchase.
