Additional Property Attributes

The Property consists of one tax lot (1S116AD08700) and was formerly associated with the address 4820 SW Angel Avenue. The Property consists of approximately 0.2 acres at the corner of SW 4th Street and SW Angel Avenue and is developed with two buildings, one of which is currently under construction. Construction began on the partially built two-story building in 2015. The wood frame exterior of the building under construction was finished and the interior was generally unfinished except for basic plumbing. The second building consists of a single-story former ranch house built in 1959. The house was in use as an office for a neighboring church at the time of the site visit. The exterior landscaping was unfinished on the east and south sides of the Property. A single parking spot and paved driveway and walkway were on the north and west side of the Property. The Property is zoned RC-OT, a flexible mixed-use zoning code for Old Town Beaverton. Surrounding properties are a mix of commercial and residential properties. The Property is owned by Ananda Church of Self Realization of Portland, Inc.

The Property was first partially developed by 1947 with a single residence that was primarily located on
the adjoining site to the east facing SW 4th Street. By 1960, the residence was demolished and replaced
with two residences - the present-day church school office building and a former 5-plex structure. The
church occupied the Property starting in 1997, though the Property 5-plex was likely in residential use
until 2015 when it was demolished and construction began on the new building shell. No RECs were identified in the Phase I ESA.

The redevelopment of this property will serve as HomePlate Youth Services - Washington County's new headquarters and the county's only nonprofit drop-in center and street outreach provider for young people experiencing houselessness.
