Additional Property Attributes

The approximately 7.5-acre Property consists of Bonneville County tax lots 0620001044B and 0420004015B owned by IF Livestock Commission Co., and City-owned right-of-way (Emerson Street). Current Property zoning is Industrial and Manufacturing Zone (I&M). The Property is currently developed as a livestock auction yard and stockyard. Property improvements include: 1) a main office and auction arena building and adjoining livestock pen building, 2) corrals (northern portion of Property, and 3) gravelcovered area used for hay storage (southern portion of Property). The Property is bound by Elva Street and industrial development to the north, land and railroad tracks owned by Oregon Short Line Railroad Co. to the west, May Street to the south, and Northgate Mile to the east. Property vicinity land use is a mix of commercial across Northgate Mile and industrial. Historical records and interviews indicate that the Property was developed as a stockyard and livestock auction yard by the 1930s. Surrounding land uses have included commercial and industrial, including several historical gas stations, auto sales and service facilities, and a machine shop. The Property has been used as a stockyard and livestock auction yard for more than 80 years. Pesticides are commonly used at such facilities to control insects on livestock and to control unwanted vegetation. During the site reconnaissance, mention of a sheep dipping operation was made, although this operation was reportedly of short duration. The potential for the use of persistent pesticides at the Property is considered a REC. Historical records indicate that a railroad switching yard has been located adjacent and west of the Property since the 1940s. The material threat of an airborne release from railroad diesel locomotive emissions is considered a REC for the Property. Several off-site facilities have been identified that pose a material threat of a release that has the potential to impact the Property. These include historical gas stations at 385 Elva Street, 630 Northgate Mile and 700 Northgate Mile, and a historical machine shop at 675 Northgate Mile. These off-site facilities constitute a REC and potential VEC for the Property. Based on phase II sampling and analysis, no detections of pesticides were reported in any soil sample that was collected at the site. Also, very low-level detections of SVOCs were reported in soil samples from Composite Areas 3, 4, 5, 6, and 7, but at concentrations below the most conservative IDEQ and EPA screening levels. Three soil vapor samples were collected along the east side of the Property, near Northgate Mile. No VOCs were reported in soil vapor samples exceeding the adjusted EPA RSLs with the exception of 1,3-Butadiene, Bromodichloromethane, and Chloroform. 1,3-Butadiene is attributed to auto exhaust contamination from the nearby Northgate Mile or on site vehicles. Bromodichloromethane and Chloroform are commonly associated with leaking water supply lines. Based on interviews with the Stockyard Foreman, waterline breaks and repairs are not uncommon on the Property.
Based on RBM survey, asbestos containing building materials were found present in the Idaho Falls Livestock Auction building primarily in commercial floor tiles and/or mastic glue located in office spaces on both levels and the restaurant/caf�Asbestos was also found present in the window glazing of select multiple-paned windows original to the construction of the building. The roofing system of the main auction building was not sampled due to the likelihood of creating a leak in an otherwise competent roof system from the sampling effort. Suspected lead-based paint coatings were sampled and analyzed with no results in excess of 0.5% by weight and was found to be at significantly lower levels relative to the 0.5% threshold used by the EPA for lead containing. This property is part of the Northgate Mile/1st Ave. Area-wide Plan and Civic Center (Site-Specific) Plan.
