Additional Property Attributes

The Property consists of a single approximately 4.4-acre tax parcel and is zoned Central Commercial (CC). Two small vacant buildings built prior to 1973 are present in the northeastern and southeastern areas of the Property. The southwestern portion of the Property consists of a gravel parking area, and the remainder of the Property is covered with an asphalt parking lot. Historical records indicate that the southern Property building was formerly a fueling facility and a dry cleaner. The northern building was historically occupied by various retail businesses including a hair salon. Historical and environmental regulatory records indicate that a fueling facility with three petroleum USTs formerly was located at the northwestern corner of the Property. City directory listings indicate the Property has been vacant since some time prior to 2005. Surrounding sites are commercial to the north, west and south, and residential to the east. Based on the historical environmental assessment report for the Property, the southern Property building was an active dry cleaner at that time, and that a suspect fueling facility, as evidenced by an observed UST fill port, was located north of the dry cleaner building. Because of lot line adjustments, these facilities that were located offsite to the east at that time are now on the Property. A 2000 city directory listing identifies Excellence Cleaning Service as an occupant of 360 Olive Plaza, supporting the historical presence of a dry cleaner on the Property. The previous Phase II ESA included drilling two borings west of the dry cleaner and former fueling facility. No field evidence of impacts to soil was observed in these borings, and no samples were submitted for laboratory analysis. Based on the potential for releases from these facilities and the limited assessment data available, the historical dry cleaning and suspect fueling operations constitute a REC and a VEC for the Property. A sump approximately 18 feet long by 4 feet wide by 5 feet deep containing an approximate sediment volume of 7 cubic yards was observed in the southern portion of the south building. Sediment within the sump may contain hazardous substances and/or petroleum. Further, such sumps are generally not constructed in a manner that would prevent leakage. Thus, hazardous substances or petroleum may have been released into soils surrounding the sump. The potential presence of hazardous substances/petroleum in sump sediments and the material threat of a hazardous substance or petroleum release from the sump is considered a REC and a VEC. The Idaho DEQ file for Facility ID 6-100207 associated with the fueling operation formerly located at the northwest corner of the Property indicates that that two 10,000-gallon gasoline USTs and one 1,500-gallon diesel UST located on the Property were removed in October 1990. No records of soil testing during UST decommissioning in 1990 were identified. Two phases of investigation and soil cleanup were conducted in this area of the Property in 2000. Approximately 75 cubic yards of impacted soil was removed and transported off-Property for treatment/disposal. The soil excavation reportedly extended to the top of the basalt bedrock surface at 12 feet bgs. A composite soil sample was collected from the sidewalls of the excavation, and samples were collected from base of the excavation and at a depth of 22 feet bgs in a boring installed in the UST area. Based upon the results of confirmation sampling, the DEQ issued a no further action letter for the UST release on January 9, 2001. This historical release, which has been cleaned-up and closed by the DEQ, is considered a HREC. Based on Phase II assessment and samplings, no VOCs detected in soil were above the DEQ SLCs or USEPA RSLs and no PAHs detected in soil were above the method detection limits. No VOCs were detected in soil vapor at concentrations above the IDEQ SLCs and/or adjusted USEPA RSLs, except 1,3-Butadiene, Chloroform, and Benz
