Additional Property Attributes

The subject property consists of four adjoining vacant parcels of land totaling approximately 17.82 acres situated along the south side of Dove Street, east of 32nd Street and west of 28th Street in Port Huron, Michigan. Aerial photographs indicate residential development of the area occurred around 1960, which included residencies on the 3000 Dove Street, 2800 Dove Street, and unaddressed parcels. By the early 1990s, all three residencies were razed. No development of any of the four parcels has occurred since. The City of Port Huron intends to incentivize new commercial or industrial development by clearing the land of the existing trees and landscape. The City of Port Huron has secured funds through the Michigan Economic Development Corporation (MEDC) Site Readiness Improvement Program to support these activities. Envirologic completed a Phase I ESA of the property on September 18, 2020, which identified the following Recognized Environmental Conditions (RECs): ? Soil impacted with polynuclear aromatic hydrocarbons (PNAs) in excess of current Michigan Department of Environment, Great Lakes, and Energy (EGLE) cleanup criteria was identified on the 2800 Dove Street parcel in 2013. ? A series of connected soil piles is located on the 3000 Dove Street parcel that appears to be consistent with the soil pile previously assessed on the 2800 Dove Street parcel. No RECs or environmental concerns were identified in association with the 3000 32nd Street and unaddressed 28th Street parcels. The Phase II ESA activities completed in 2013 on the 2800 Dove Street parcel resulted in the identification of PNAs in subsurface soils beneath the soil piles at three separate locations at concentrations in excess of the EGLE cleanup criteria. At that time, it was concluded that the identification of PNAs in soil may be attributable to the presence of slag fill material in shallow soils at these three locations. Phase I & II Environmental Site Assessments (ESAs) completed in September 2020 on the 3000 Dove Street parcel indicate the observed presence of slag fill at the surface on the southern portion of the parcel. The September 2020 Phase II ESA sampling additionally identified the presence of copper in one sample from the soil pile at a concentration in excess of the Groundwater-Surface Water Interface Protection (GSIP) criterion. The results of the 2013 and 2020 sampling events demonstrate that both the 2800 Dove Street and 3000 Dove Street parcels meet the definition of a "facility" as defined by Part 201 of NREPA. The completed assessment activities will support the MEDC grant funded site preparation and clearing efforts to incentive new development on the site.
