Additional Property Attributes

A hotel and retail businesses were located on both parcels in the early 1900's. The hotel and furniture stores occupied the west parcel until the 1980's. A gasoline service station operated on the eastern parcel from the 1930's until around 1991 when it was demolished, and the current bank building was constructed. The surrounding properties have been commercially developed for over 130 years. When the service station was to be demolished in 1990 to 1991, environmental assessments identified petroleum contaminated soils around the underground storage tank (UST) system. Five UST's were removed along with approximately 130 cubic yards of soil. Prior to construction of the current building, soils contaminated with petroleum and lead that exceeded the MTCA Method A Cleanup Levels were discovered. Approximately 40 more yards of contaminated soils were removed from the property. The site is no longer an active contaminated site with the Washington State Department of Ecology (WSDOE). The previous LUST listing is closed. The Phase II ESA analytical data indicate that total TEQ PAHs (3 samples) and benzene concentrations (one sample) exceed the MTCA Method A CULs. No asbestos containing materials or lead-paint based paints were found in the building materials.

Cleanup commended at the Site as an Independent Remedial Action on February 8 2021 and was completed on February 21. 38 tons of largely PAH impacted soils were hauled offsite for disposal. The Site was issued an NFA on March 4. Construction is slated to start on March 18. The 214 Riverside project - to which it's referred in the application - will have 139 one- and two-bedroom units, 63 parking spaces and 1,250 square feet of lobby and amenity space. The construction cost is an estimated $22 million,
