Additional Property Attributes

The Property is owned by Lane Community College and is comprised of one tax lot (17-03-31-14-12800). The 0.42-acre Property was occupied by a largely vacant building used for storage of miscellaneous office and general building supplies during the site reconnaissance. The Property is zoned as C-3 Major Commercial and the Property lies within the Transit Oriented Development (TD) overlay zone. Historical records indicate that the Property has been developed since 1888, and that previous uses include residential, a Catholic school, a department store, and Lane Community College downtown campus building. Phase I ESA found RECs related to the Property, including 1) the existence of a former gas station on the south adjoining facility with no records indicating tank removal or assessment, 2) the adjoining property to the west demonstrates soil and groundwater contamination primarily from historical auto operations - the extent of which is unknown, 3) the proximity of confirmed groundwater contamination from multiple former dry cleaners in the near vicinity of the Property, 4) the north and northeast adjoining facilities to the Property have historical use as printing businesses, and 5) an unknown pipe attached to the northern exterior wall of the Property building that may have been associated with a former UST. Petroleum hydrocarbons and constituents as well as VOCs were detected in soil and groundwater samples during the Phase II ESA, but all detected concentrations were below applicable DEQ RBCs. RBM survey identified ACMs and hazardous materials that need to be cleaned up during building renovation.
