Additional Property Attributes

The Property is located on the northwest corner of the intersection of Lawrence Street and West 5th Avenue. The Property is owned by Michael DeSpain and is comprised of two tax parcels: 1) a 0.29-acre parcel (tax ID 17-03-31-21-00301, 480 Lawrence Street) is improved with a single story radiator repair shop which was in operation at the time the Phase I ESA was performed. Historical fire insurance maps indicate the Property was the site of a residential dwelling from at least the 1890s to the 1960s and has been used as the site of a radiator repair shop since the late 1960s. According to the Lane County Regional Land Information Database (RLID) report for the Property, the current on-site radiator repair shop structure was built in 1965. 2) a 0.15-acre parcel (tax ID 17-03-31-21-00100, not associated with a street address in the Lane County property information system) located to the north of the repair shop. This parcel is currently occupied by a garden plot and a small garden shed. Historical fire insurance maps indicate the parcel was the site of a residential dwelling in the time period between approximately 1925 and 1970. The Property is zoned Whiteaker Special Area (S-W). Adjoining/nearby property uses consist of a mix of commercial and residential. Phase I ESA found RECs related to the Property, including: 1) the former residential use of the Property (potential for petroleum impacts from undocumented/unknown historical building heating system fuel oil tanks), and 2) past use of the southern of the two subject Property tax parcels as a radiator repair facility since 1965 (potential for undocumented historical releases of petroleum products and/or hazardous materials used in conjunction with this operation). Based on Phase II ESA, concentrations of GRO, DRO and ORO, VOCs, and total and dissolved metals analyzed in soil and groundwater samples did not exceed DEQ RBCs. Select metals (lead and mercury) were detected above DEQ clean fill criteria in several collected soil samples. Depending on Property redevelopment plans, a soil management plan may be warranted to facilitate proper handling of soil that may be excavated removed from the Property during construction activities.
