Additional Property Attributes

The 2.46-acre Property is located at 3331 Franklin Boulevard in Eugene, Oregon on tax lot #17-03-34-33-00100. The northern boundary of the tax lot borders Franklin Boulevard, and the property is separated from Glenwood Boulevard by a nursery business, Lane Forest Products Corner Store, and a Sanipac garbage container storage facility. Adjoining to the south is Sanipac truck parking and maintenance facilities. The adjoining site to the west is the University of Oregon motor pool, where university-owned vehicles are stored. The adjoining site to the north, across Franklin Boulevard, is Oldham Crane, a heavy equipment crane rental facility. The Property zoning is Glenwood Office Mixed-Use (GOMU). The vicinity is largely industrial. The Property is owned by Brooks Family Ltd Ptrshp (66%), Thomas Brooks (17%), and Pamela Renfro (17%). The Property structures are listed as two-story 15,250 square foot storage warehouse for auto parts built in 1970; One-story 7,200 square foot storage warehouse built in 1971; and One-story 8,000 square foot storage warehouse built in 2000. The Property is currently operating as Brooks Cut Rate Auto Parts, an auto parts retail outlet. Phase I ESA found RECs related to the Property: 1) The Property previously operated as a gas station for approximately 28 years. Five tanks were decommissioned, and it was determined there was a leaking diesel UST. DEQ issued an NFA for this release in September 1998. While soil removal occurred, some impacted soil and groundwater remains at the Property. The known presence of residual contamination on the Property represents a CREC and a VEC for the Property. The NFA was issued prior to the publication of the 2010 DEQ guidance regarding vapor intrusion; 2) Information was reviewed regarding a release discovered during the decommissioning of a 12,000-gallon diesel UST, a 10,000-gallon gasoline UST, and an oil water separator in 1999 adjacent and east of the Property at 1480 Glenwood Boulevard. The report review indicates that impacts associated with the release extend onto the Property. The report concludes that the site meets risk-based corrective action Tier 1 risk-based screening levels, and that no further remedial action is required. The DEQ issued an NFA for the release on November 9, 2000. Due to the known remaining contamination and proximity of this facility to the Property in an upgradient direction it represents a CREC and a potential VEC for the Property; 3) Nearby and adjacent waste hauling and auto and heavy equipment sales, repair, and rental facilities were observed in Sanborn maps, city directories, historical aerial photographs, and during the site reconnaissance. Due to the adjacent or proximal location of these multiple facilities the potential for contamination associated with these facilities to impact Property groundwater represents a REC and potential VEC for the Property; and, 4) It appears in a 1936 aerial photograph that the Property was formerly developed as an orchard. Orchards are identified in DEQ guidance as an intensive agricultural use where significant use of persistent pesticides such as lead, arsenic or organochlorine pesticides may have occurred. Former orchard use is considered a REC for the Property.
