Additional Property Attributes

The Property is comprised of tax lot #17-03-34-33-00200 and #17-03-34-33-00300. Records indicate the Property is 1.82 acres (tax lot -200) and 1.77 acres (tax lot -300) for a total of 3.59 acres in size. The Property (both tax lots) classification is Industrial Improved; though the Metro Plan Designation is Commercial Mixed Use. The Property is owned by the State of Oregon/ State Board of Higher Education. The Property structure is listed as being a Car Wash and Office Building on tax lot -200 and spanning across to tax lot -300. The Property building is designated as an Office Building. The Property building totals 2,465 square feet and was built in 2001. Historical records show the north half of the Property was first developed with an orchard by 1936 and was developed with two single-family residences and a motel building in the north and northeast portion of the Property by 1946. Orchard operations shifted to the south end of the Property in the 1950s. A third residence and several outbuildings were built on the Property, including a shed and garage, in the mid-1960s. All Property structures were removed by 1982. The Property remained vacant until the current Property building was constructed and operations began in 2001. The Property presently operates as the University of Oregon motor pool, where university owned vehicles are stored and maintained. The northern boundary of the tax lot borders Franklin Boulevard, and the Property is bordered by an auto parts store to the east, a hotel undergoing construction to the west, and adjoining to the south is a Lane County Waste Management transfer station. The adjoining site to the north, across Franklin Boulevard, is Oldham Crane, a heavy equipment and crane rental facility. The Property vicinity is largely commercial/industrial. Phase I ESA identified RECs related to the Property: 1) Based on historical records, the Property was previously used for residential and motel use from at least the 1940s through the 1970s. The material threat of a release from potential heating oil tanks associated with the historical residences and/or motel at the Property is considered a REC for the Property, and 2) Based on historical aerial photos, the Property was formerly developed as an orchard. Orchards are identified in Oregon DEQ guidance as an intensive agricultural use where significant use of persistent pesticides such as lead, arsenic and/or organochlorine pesticides may have occurred. The material threat of a release of these substances associated with former orchard use is considered a REC for the Property.
