The Property is zoned commercial and is owned by Lane County. Historical aerial photographs and fire insurance maps indicate that the Property has been in use as a parking structure since prior to 1965, and that previous uses of the Property included residences, a dry goods store, City Hall, a blacksmith, a fire station, and jail.
