Additional Property Attributes

The Property is owned by Scherer Investments Co. and is comprised of three tax lots; 17-03-35-42-02200 at 702 A Street (0.31 acres), 17-03-35-42-02000 (no site address, 0.51 acres), and 17-03-35-42-02300 (no site address, 0.27 acres). The Property is located north of A Street and is bordered by 7th Street to the west; B Street followed by residences to the north; a post office and postal truck parking to the east; and commercial offices opposite A Street to the south. The Property area is zoned for mixed-use commercial (MUC) use. Surrounding properties include a mix of commercial and residential uses. Historically the Property vicinity has included several fueling stations and auto repair facilities. The cumulative 1.09-acre Property includes two parking lots, an annex garage, and an auto repair garage attached to a showroom/office building. The Property has some residual contamination documented from a leaking UST that was decommissioned. In addition, an out-of-service heating oil UST (HOT) remains on the Property. Phase I ESA identified RECs related to the Property: 1) The Property has been in use as an automotive repair facility since the 1940s. One 275-gallon waste oil UST was decommissioned in place at the Property although documented residual contamination was left on the Property beneath the auto body room. The Oregon DEQ issued an NFA determination for the petroleum release discovered during UST removal. However, this NFA was issued prior to the publication of the 2010 DEQ guidance regarding vapor intrusion, 2) A HOT that is no longer in use and that has not been properly decommissioned remains on the Property, 3) Gasoline fueling stations and auto repair facilities in an upgradient location were identified during a review of historical records. At least one of these facilities has had a release of gasoline and there is not adequate information to document the regulatory status of these properties. Due to the proximity of these facilities to the Property in an upgradient direction and documented contamination resulting from a leaking UST, there is a potential for contamination associated with these facilities to impact Property groundwater. Phase II assessment and samplings found: 1) for soil: no GRO, DRO, TCLP metals (cadmium, chromium, and lead) or PCBs were detected at concentrations above the method reporting limits in soil. No VOCs or PAHs were detected at concentrations above potentially applicable DEQ RBCs or DEQ clean fill screening values. ORO was detected but there are no established DEQ RBCs or DEQ clean fill screening value for ORO, 2) for groundwater: no GRO, DRO/ORO, VOCs, PAHs, or metals (cadmium, chromium, and lead) were detected at concentrations above the method reporting limits, and 3) for soil vapor: no total petroleum hydrocarbon as gasoline or VOCs were detected at concentrations above potentially applicable DEQ RBCs.
