Additional Property Attributes

The Property was undeveloped land from at least 1900 to circa 1938, when it was developed with a school building. In the mid-1950s, several building additions and a paved parking area were located west of the main school building. Areas of disturbed soil were also observed to the west and northwest of the building. In the early 1970s, several outbuildings were located to the west of the main school building. An additional outbuilding and a pool were located near the northeast corner of the Property until circa 1998, when the outbuildings west of the school building and the pool were razed. Surrounding areas were depicted primarily as residential developments with commercial developments located along the southern-adjoining road. Several filling stations were located to the south (upgradient) and southwest along with a paint manufacturing facility (One Shot) located to the southeast. At the time of the reconnaissance, the Property consisted of approximately 20.5 acres of land. The northern portion of the Property consisted primarily of dense vegetation with a remnant building located along the eastern Property boundary. The southern portion of the Property was developed with a two-story school building surrounded by paved sidewalks, dense vegetation and grass-covered areas. A paved parking lot was located to the west of the school building. One suspect UST fill port was observed in the paved driveway area northeast of the boiler room. Additionally, Mr. Yergin observed a groundwater monitoring well located along the northern Property boundary. We reviewed the Ralston Street Lagoon Remediation Project Final Report, dated July 1989. According to the analytical results for monitoring well #1 (installed on the Property), concentrations of polychlorinated biphenyls (PCBs) and heavy metals were reported as below laboratory report limits or below the most stringent regulatory screening levels. Interior portions of the school building consisted of a boiler room, a gymnasium, an auditorium, and numerous classrooms, storage rooms, restrooms, offices, maintenance rooms and hallways. The interior portions of the remnant building located on the northern portion of the Property consisted of four vacant rooms. A railroad track bordered the Property to the north with a six-lane interstate located further north. Burr Street bordered the Property to the east with residential and commercial developments located further east. West 5th Avenue bordered the Property to the south with commercial development located further south. Gerry Street bordered the Property to the west with commercial residential and commercial development located further west.
