Additional Property Attributes

After conducting all appropriate inquiry in June-November 2019, this tax forfeited property was transferred to the City of Vicksburg from the MS Secretary of State's office through a Tax Patent. MDEQ conducted a limited Phase II ESA in 2015, at a time when a prospective purchaser was considering buying the tax forfeited property from the MS SOS. The deal fell through. In 2019, the SOS and City of Vicksburg split the cost of a Phase II ESA as part of the due diligence efforts (to ensure Cleanup Grant eligibility for the City of Vicksburg). The 2019 Phase II ESA revealed that Benzo(b)fluoranthene was detected in the in the shallow water bearing unit from temporary well TW-4 at a concentration above the MDEQ TRG. The shallow water bearing unit is not considered an actual or potential drinking water aquifer and flows southwesterward away from any residential or commercial developments. Other PAH constituents were not detected above the MDEQ TRGs in temporary well TW-4; and concentrations of chemicals of concern were not exhibited in the other groundwater samples above MDEQ TRGs. It is unlikely that benzo(b)fluoranthene would migrate to a sensitive receptor at levels that would pose a threat to public health or the environment. Therefore, further Phase II assessment is not warranted at the U.S. Rubber site. Regarding the approximately 30,000 cubic yards of butyl rubber material on the property, PPM recommends that the material either be properly recycled or disposed of at a permitted solid waste management facility and a strategy be developed in cooperation with MDEQ on the best approach to getting the property ready for reuse.
