Property Highlights

A former pesticide manufacturing facility, contamination on the property has been know of for almost 20 years. The City, looking for a modern facility to house the Rockford Police Department's evidence warehouse, evidence vehicle shop, shooting range, and tactical units, identified the outdated and underutilized building as a potential fit. The City conducted Phase I and Phase I update activities prior to purchasing the property. Upon purchase, the City paid for asbestos abatement and a supplemental Phase II for all the previous assessment work completed by other third parties. The Phase II showed remaining impact that could be addressed with institutional and engineering controls. Construction began in May 2020 and was completed in spring of 2021. The site was enrolled in the Illinois EPA's voluntary Site Remediation program where a final NFR letter was issued on April 20, 2021 and recorded on May 5, 2021.
