Additional Property Attributes

The Site is comprised of 0.5682 acre of commercial land situated northeast of Madison Avenue and southwest of North Huron Street, both of which provide access to and from the Site. The Site is developed with an 11-story, 223,888-square foot building with a full basement that was constructed in 1895. The building is known as the Spitzer Building and the upper floors were formerly used as office spaces for various business and attorneys and the ground floor was formerly occupied by and arcade and several storefronts including restaurants, salon/barbers, and banks. However, the Site has been vacant since approximately 2013. MSG observed six, 1,000-gallon aboveground storage tanks (ASTs) located in the basement with associated vent pipes located outside along the southeast side of the Site building. The contents of the ASTs are unknown and access to these tanks is restricted; however, there was no visible staining on the surrounding concrete floor and the tanks appeared to be in visibly good condition. Piping from these tanks are connected to the Site building's boiler system; therefore, it is presumed that they are heating oil ASTs. The Site building contains several banks of elevators that likely operate with hydraulic reservoirs. Due to the age of the building, it is likely that the hydraulic reservoir(s) associated with the elevator systems contain polychlorinated biphenyls (PCBs). Although not considered a REC/IA, MSG identified ACM and LBP throughout the Site building.
