Additional Property Attributes

A Phase I ESA at the Site identified the following recognized environmental conditions (RECs): On-Site RECs: 1. The long history of the Subject Property as a former car dealership, garage and auto body shop, which included the use of in ground hydraulic lifts. Additionally, sumps observed on site were noted to have an oily liquid, and oily debris. 2. Based on interviews with the property owner, ODOT removed an apparent heating oil UST during a light pole installation. There do not appear to be any regulatory records concerning this UST, nor any indications if there was a release. 3. Observations during the site reconnaissance lead Cardno to believe that there was formerly a fuel dispenser "pump island" located on the western side of the subject property. Offsite RECs: 4. Quality Cleaners (former) - According to the historical records, GeoSearch Radius Report, and City Directories, the northern adjoining property has operated as a dry cleaning facility since at least the 1930s. ODEQ records confirm that petroleum and volatile organic compound (VOC) contamination were identified at this facility. 5. Burns Ford used car lot - The northern adjoining property is listed as a LST and UST facility in the GeoSearch database radius report. Cardno observed a former oil change pit at this and regulatory records indicate that a waste oil release was reported. 6. Quality Quick Service (former) - According to GeoSearch, the western adjacent property appears in the LST and UST databases. Petroleum contamination was identified at this facility as having a plume that has migrated under Broadway Avenue and Madison Street. This facility's cleanup was reportedly completed in 2006.

A Phase II ESA was completed in July 2021, and identified petroleum impacts to soil across the Site above regulatory criteria, including gasoline-range organics (GRO) and diesel-range organics (DRO). No impacts were identified in Site groundwater. The identified concentrations of GRO and DRO could pose a vapor intrusion concern, but will require further evaluation once intended Site reuse is determined.

Cardno completed a limited asbestos and lead-based paint survey of the onsite building in July 2021. During the survey, multiple ACMs and LBP were found to be impacting Site building materials.
