Additional Property Attributes

According to the Phase I ESA (March 2020), the Target Property consists of one 0.17-acre parcel of vacant
land that is zoned 'Multifamily District 2'. Ingress/egress to the Target Property is provided along
Coleman Avenue and Parnell Street. No above-grade structures were noted on the Target
Property. Overhead utilities were observed along Coleman Avenue and Parnell Street.
The Target Property was formerly developed with a residential structure from at least 1915
through 2008. A church that appears to have been associated with the residential structure was
identified from at least 1966 through 1971. An apparent automotive repair garage (Coleman St.
Garage Rear) also appears to have been associated with the residential structure, and was
identified in the EDR City Directories as onsite from at least 1930 through 1936. A 'private auto
garage' was depicted on the northwest corner of the Target Property on the 1950 and 1952
Sanborn Maps. No labels indicating the presence of tanks, automotive repair operations, or
commercial development were visible on Sanborn Maps. Selma ventures limited was the owner from 1999-2009.
Forest Heights Neighborhood Corporation from 2009-2021. SP1600 Penn Foundation is the current property owner.

The site was referred to EPA TBA Program to conduct the Phase II ESA. St. Philip's School and Community Center planned to reuse the property as quality housing.
