Additional Property Attributes

The Property consists of approximately 0.35 acres of land developed with a one-story 2,304-square-foot (ft2) structure containing office space and two service bays with roll-up garage doors. The outdoor areas of the parcel are asphalt or concrete paved with limited landscaping. A small storage shed is located in the southwest corner of the Site. The Property was recently operated by Car Emporium for used vehicle sales and maintenance. At the time of the site visit, there were no active site operations, as Car Emporium was in the process of moving the business to another William and Mary Ann Vandinter (the Vandinters) acquired the Property from Howard D. Hall on January 31, 1990, and Stantec understands the Vandinters have requested the Phase I ESA to support redevelopment of the Property.
Based on the available permit records and historical information sources, the first documented use of the Property was a domestic dwelling in 1910 with text on the Sanborn Map indicating the dwelling was located on "rocky ground." A permit was issued in 1954 for the installation of two gasoline underground storage tanks (USTs) at the Property with reported capacities of 6,000 and 8,000 gallons. Historical city directories between 1955 and 1974 contain listings for "Circle L" or "Circle S" Distributing Co. gas station. Beginning in 1978, the historical city directories contain various listings for vehicle sales until the present day under Car Emporium. According to an interview with Mr. Vandinter, the existing Property structure was constructed in 1984 at which time the USTs associated with the service gas station were reportedly removed by the prior owner of the Property.
The Phase I ESA revealed the following recognized environmental conditions (RECs) in connection with the Property:
* REC #1: The presence of a service station on the Property from 1954 until 1974 with two gasoline USTs (6,000 and 8,000-gallon capacities) is considered a REC for the potential release of petroleum products into the subsurface. According to the owner of the Property, the prior owner removed the USTs in 1984; however, no records were identified and the location and condition of the USTs is unknown.
* REC #2: Beginning in 1978 until the present day, the Property was operated as a used vehicle dealership with two service bays inside the building for vehicle maintenance. During the site visit, multiple small quantity chemicals (less than 5-gallon containers) for vehicle maintenance were stored haphazardly and oily residue, grease, and tire marks were observed on the walls and floors of the service bays, which is considered a REC for the potential release of petroleum products or hazardous substances into the subsurface.
* REC #3: Historical Sanborn Maps for 1910, 1950, 1952 and 1955 show that the Property was labeled as "rocky ground." However, in the 1980 Sanborn Map, the Property is no longer described in this manner and, based on these Sanborn Maps and anecdotal evidence, it is likely that imported fill of unknown origin was utilized to support redevelopment of the Property, which is considered a REC as fill material in the urban environment may be impacted by polycyclic aromatic hydrocarbons and other contaminants/common urban pollutants.
