Standard and other historical sources were able to document that the property consisted of vacant wooded land from at least 1935 until between 1960 and 1969 when two structures, likely utilized as offices for adjoining property coal mining operations, were constructed in the west-central portion of the property. The structures were demolished between 1969 and 1976 when coal mining operations began in the western and northeastern portions. Coal mining expanded throughout the property between 1976 and 1983. Sand tailing retention ponds were visible in the northern portions during this time. Coal mining operations ceased in 1987 when the property and several sand tailing retention ponds were backfilled with native soil. Additional retention ponds were visible in the west-central portion between 1988 and 1998 until between 1998 and 2005 when vegetation increased, and the west-central portion consisted of low-lying marsh vegetation. The property has remained vacant land consisting of a seasonal stream located in the southern portion and low-lying marsh vegetation since 1987.

According to a representative of the Virginia Department of Mining, Minerals and Energy (DMME), the onsite mining and surrounding mines were reclaimed and attained complete bond release, which means that reclamation results were achieved along with the five year liability period for site revegetation. Additionally, the key site manager informed PM that the property was backfilled with native soil. Based on the filling activities observed in aerial photographs during mining operations, the lack of documented hazardous waste use onsite, the reclamation and approval of the reclaimed land by the DMME, PM has not identified the former mining operations as a recognized environmental condition (REC).
