Additional Property Attributes

PlazaCorp intends to redevelop the parcels with the construction of asphalt-covered parking lots as part of larger regional redevelopment efforts. The subject property consists of four individual parcels of land, portions of a fifth parcel, and the vacated Scudder Court. The subject property occupies a combined approximately 1.5 acres located in an area of historic commercial and manufacturing operations. Each of the parcels subject to redevelopment have been historically utilized to support railroad operations, since at least 1887. Railroad lines remain in-place on select parcels. Additional commercial/industrial operations beyond railroad have also historically been conducted on portions of the subject property.

A privately funded Phase I Environmental Site Assessment (ESA) of the property was completed by Envirologic Technologies, Inc. (Envirologic) on June 29, 2020, identified multiple recognized environmental conditions (RECs) in association with the parcels. The identified concerns included: potential presence of "urban fill" in soil, historic oil barrel repair, coal yard/storage, rail lines/operations, and offsite properties of known environmental impact.

The KCBRA authorized Phase II ESA activities resulting in the identification of impacts to shallow soil and groundwater attributed primarily to the presence of "urban fill" in shallow soils. The concentrations of select metals and petroleum-based VOCs in soil and/or groundwater exceed EGLE cleanup criteria. Based upon the Phase II ESA results the KCBRA funded the preparation of a BEA and Due Care document to provide the prospective buyer/developer with an exemption to remedial liability for pre-existing contaminant conditions and to ensure redevelopment does not result in unacceptable health exposures or exacerbation of contaminant conditions.
