PlazaCorp Realty Advisors, Inc. has requested support from Kalamazoo County for the completion of assessment activities for the acquisition and redevelopment of the subject property. Construction of a parking lot on the site will support larger regional redevelopment efforts on adjacent lots. The subject property consists of three separate legal parcels totaling approximately 0.37 acres situated along the north side of E. North Street in Kalamazoo, Michigan. A privately funded Phase I ESA identified the potential presence of "urban fill" as a REC. The KCBRA funded Phase II ESA activities consisting of the installation of six hand-auger borings and the laboratory analysis of six soil samples. No VOCs or PNAs were identified in the samples however the concentrations of select metals exceed EGLE cleanup criteria. The Phase II ESA results were utilized to prepare a BEA and Due Care document for PlazaCorp to provide an exemption to remedial liability and to ensure redevelopment does not result in unacceptable heath exposures or exacerbate contaminant conditions.
