Property Highlights

The site is approximately 2.18 acres in area and consists of one parcel. In at least the early 1900s, the site was developed with two residential structures in the northern portion and one residential structure in the southeastern portion. The remainder of the site was vacant. The site has been developed with the current approximately 120,550 square-foot three story building with a basement since 1910. Occupants have included: the U.S. Post Office/U.S. Railway Mail Center (1910-1963), U.S Civil Service Commission (1956), U.S. Government (1963), Toledo Postal Service Credit Union (1963), Jefferson Vocational Rehabilitation/Jefferson Center Vocational School [associated with Toledo Public Schools] (1972-2000), Toledo Day Nursery (2001-2013), Toledo Educational Resource System (2001), and Toledo Lucas County Head Start (2001-2011). The building is currently vacant and utilized for storage by the Toledo Public Schools.

TTL Associates, Inc. (TTL) performed a United States Environmental Protection Agency (U.S. EPA) National Emission Standard for Hazardous Air Pollutants (NESHAP) asbestos inspection and hazardous materials survey of 1300 Jefferson Avenue in Toledo, Ohio from December 21 through December 29, 2020. A total of 58 suspect ACM were identified in accessible areas of the site building from which 125 samples were collected and 192 sample layers were analyzed.

TTL conducted a non-destructive LBP Screening Survey of the accessible interior areas of the building on December 21 and December 22, 2020. TTL collected 154 XRF readings from representative painted surfaces in the accessible interior areas of the building. XRF readings of 86 painted surfaces were found to contain detectable levels of lead (lead-containing paint). Of the 86painted surfaces, three surfaces from the third floor gymnasium had a lead content over 1.0 mg/cm2 (LBP). The LBP on the plaster on side B in the Gym is in non-intact condition.
