Phase I ESA recommended further investigation based on the presence of several on-site RECs including USTs, ASTs, and its historical use as a county maintenance shop.

The findings and conclusions of the Phase II ESA are summarized as follows:

* Soil: A total of seven (7) PAHs and six (6) RCRA metals were detected in soil; however, detected PAHs and five RCRA metals were below applicable SWSs. Arsenic was observed above the SWS. Arsenic in soil in Iowa can occur above the SWS and because of this a background concentration was assessed. The background concentration for arsenic in soil was 12.61 mg/kg. The arsenic results were observed below the background concentration.
* Groundwater: A total of three (3) dissolved RCRA metals were detected in groundwater below applicable SWSs.
* Vapor Intrusion: The observed parameters and concentrations do not pose a vapor intrusion risk to the subject property.

The results of the study identified acceptable cancer and non-cancer risks for site residents, site workers, and construction workers and reported arsenic concentrations above the
Statewide Standard and below the background concentration. Based on the findings, the report recommended IDNR review and guidance.
