Additional Property Attributes

PPM Consultants, Inc. (PPM) was retained by the City of Bessemer, Alabama, to conduct a Phase I Environmental Site Assessment (ESA) of the Former Railroad Freight Depot at No. 2 18th Street North in Bessemer, Alabama. The purpose of this assessment was to identify recognized environmental conditions (REC) in connection with the property by means of interviews, review of record information, and site reconnaissance. The environmental assessment was conducted in conformance with the scope of ASTM International Standard Practice E 1527-13.

PPM conducted the site reconnaissance on December 11, 2020. The subject property was historically utilized as a railroad freight depot. The freight depot was constructed prior to 1905 and operated as such until approximately the mid-1960s. In 1965, local interviews and historical records show the property was converted to a builders wholesale supply company. The wholesale company operated until the late 1980s. The property has since been utilized as various small businesses such as antique stores and wood working shops.

The surrounding area has been a mixture of residential and commercial development since before 1905. Since 1940, the surrounding area has been relatively unchanged, with many of the same structures still present.

This assessment has revealed no evidence of RECs in connection with the property except for the following:

* Historical use(s) of the property prior to current use. The subject property was historically utilized as a railroad freight depot. The freight depot was constructed prior to 1905. Historical records between 1890 and 1905 lacked the detail to discern the use of the property during that time. In 1905, the railroad can be documented along the southeastern property boundary of the subject property. In 1924, a Certified Sanborn Map shows the property developed as the Alabama Great Southern Railroad Freight Depot. It is reasonable to suspect that all types of materials, including hazardous substances and petroleum, were temporarily stored in freight train depots while awaiting onward transportation. The freight depot operated before the promulgation of environmental laws that regulated the handling and storage of chemicals and materials that could pose a threat to the environment. In addition, railroads have historically used pesticides and herbicides, particularly those containing arsenic, to maintain property and rights-of-way. Because of the significant potential for the storage and use of hazardous substances and petroleum, the historical use of the property as a freight depot is considered a REC.
* Historical and current surrounding land uses. The surrounding area has been a mixture of residential and commercial development since before 1905. Since 1940, the surrounding area has been relatively unchanged, with many of the same structures still present.
* Garrett Masonry, Red Mountain Mortar Products Inc. Garrett Masonry is located at 1729 1st Avenue North, adjacent north-northwest of the subject property, across Alabama Avenue.
* Petroleum Release from UST. Garrett Masonry is listed as utilizing a 1,000-gallon underground storage tank (UST) that was installed in 1963. The UST owner is reported to be G.A. Parsons Oil Company. In 1993, the Alabama Department of Environmental Management (ADEM) issued a notice of violation (NOV) to the G.A. Parsons Oil Company for failure to upgrade the UST located at the Garrett Masonry facility. The UST had been out of service, according to ADEM records, since approximately 1989. G.A. Parsons Oil Company opted to close the tank in place since a building was over the top of the tank.
In 1993, during the tank closure, soil and groundwater contamination was discovered that exceeded ADEM Initial Screening Levels (ISLs).
