Additional Property Attributes

The former RGF Treatment Plant on the Property was put into service in 1996 and served 184 residential connections as well as the Tribal Administration campus. Detailed information on the system is provided in the General Sewer/Wastewater Facility Plan (Gray & Osborne, Inc. 2013). The RGF and drainfield on the Property were determined to be at capacity, with poor soils at the Property limiting the use and feasibility of the drainfield for effluent disposal. According to the 2013 Plan, a dye study completed by Smayda Environmental Associates in 1997 to identify the direction that the treated wastewater effluent flowed from the drainfield at the Property. The study determined that the effluent flowed both overland and via shallow groundwater to a seep that flows into Port Gamble Bay just north of Port Julia.
In 2016-2017, the RGF Treatment Plant on the Property was decommissioned and the use of the Property was repurposed as a pump station to convey wastewater collected at the Property to a new WWTP on the Reservation.

The following conclusions were made based on the analytical results of this Phase II ESA:
* No SVOCs or VOCs were detected in soil or groundwater samples.
* Each of the PP metals were identified in the soil samples collected from the Property, and the
reported concentrations of arsenic and chromium exceed the Residential RSLs. However, each of the
reported concentrations are less than the Puget Sound Region natural background concentrations
indicating their presence is likely attributable to naturally occurring sources.
* Three PP metals-chromium, nickel, and zinc-were identified in the groundwater sample collected
from the temporary well installed on the Property, but the reported concentration of chromium is well
below the EPA MCL. There are no MCLs for nickel and zinc, but their reported concentrations are
quite low and do not indicate a potential concern.
