Additional Property Attributes

The property was initially developed prior to 1898. Up to 6 dwellings (two with accessory stores) were located on the property by 1937. These were demolished prior to 1937 when a portion of the existing building was constructed. The building remodeled and expanded to its current layout in 1946. By 1948, the building was in use as a tire and brake shop with a separate small gas station located in the north corner of the property. The use from 1939 through 1980 was primarily as a tire shop. Form 1990-2018, the property and building were used by a religious organization (World Impact, Inc.; Bethany Inner City Church). In 2020, the property was acquired by its current owner - On Ramps Christian Church after having completed a Phase I and initial Phase II ESA in 2019 which identified no RECs, but identified in-ground hydraulic lifts used by the tire shop as a business environmental risk. (The Phase I ESA failed to identify the former gas station). The initial Phase II ESA included collection and analysis of soil gas samples at four locations beneath the building - and elevated concentrations of PCE and TCE. The consultant recommended installation of a sub-slab venting system with an estimated cost of $46,000.

The supplemental Phase II ESA completed using EPA funding was performed after the owner approached the City for possible funding to assist with the sub-slab venting system installation. Based on review of the previous environmental reports, a recommendation was made to perform additional testing to address potential deficiencies in the previous environmental assessment activities - including: 1) collection of sub-slab samples at depth of 5 ft rather than immediately beneath the slab, 2) use of mobile laboratory with limited QA/QC documentation, 3) performance of a single sampling event, 4) performance of sampling within only one room in the building - whereas the source was unknown and the full building potentially at risk, 5) the focus of the proposed subslab system on only one room, and 6) the lack of any indoor air samples (and therefore uncertainty regarding whether any migration of vapors was actually occurring).

Any initial Sampling and Analysis Plan (SAP) was prepared in December 2020, approved by EPA in January 2021, and sampling completed in March 2021. Based on these results, a revised SAP was submitted in April 2021 and approved by EPA, with additional sampling completed in May and July 2021 and a final report issued in August 2021.

Based on the results of the comprehensive sampling, it was concluded that no remedial system to address the soil vapors was required.
