Additional Property Attributes

The subject property was historically utilized as residential dwellings as far back as 1924. Before 1940, a rail spur ran through the northwestern portion of the property. That spur was abandoned in the 1980s. In the late 1960s, the property was redeveloped into Garrett Masonry. The property is currently operating as Garret Masonry.

The surrounding area has been a mixture of residential and commercial development since before 1905. Automotive service stations, lumber yards, and dry cleaning facilities surrounded the facility for most of its history. A former train freight depot was located adjacent southeast of the subject property. Since 1940, the surrounding area has been relatively unchanged, with many of the same structures still present. However, most of the service stations and dry cleaners are no longer operating.

This assessment has revealed no evidence of RECs in connection with the property except for the following:

* Historical use(s) of the property prior to current use. The subject property is located at 1726 Alabama Avenue, which is situated on the northern corner of 1st Avenue North and 18th Street North. The right-of-way of Alabama Avenue borders the property on its southeast side. The property has been utilized as residential dwellings as far back as 1924 until it was redeveloped as Garrett Masonry in the late 1960s.
* Petroleum Release from Underground Storage Tank (UST). Garrett Masonry is listed as utilizing a 1,000-gallon UST at the property that was installed in 1963. The UST owner is reported to be G.A. Parsons Oil Company. In 1993, the Alabama Department of Environmental Management (ADEM) issued a notice of violation (NOV) to the G.A. Parsons Oil Company for failure to upgrade the UST located at the Garrett Masonry facility. The UST had been out of service, according to ADEM records, since approximately 1989. G.A. Parsons Oil Company opted to empty the tank and remove it from service because a building was over the top of the tank.
In 1993, during a closure assessment, soil and groundwater contamination was discovered that exceeded ADEM Initial Screening Levels (ISLs). The consultant performing the work also noted that during the investigation, globular black product was observed on the surface of the groundwater. ADEM reviewed the findings of the assessment and determined that a Preliminary Investigation (PI) would be required. From 1993, to 2002, ADEM issued multiple NOVs because of the failure to complete a PI during that time.
In 2012, a PI was completed at the Garrett Masonry facility with funding provided through the federal Leaking Underground Storage Tank (LUST) Trust Fund (LTF). Groundwater and soil contamination was found to extend to the southwest away from the UST. Multiple groundwater sampling events were performed over the course of four years. The consultant requested ADEM to allow the installation of additional wells in the down-gradient, southwestern direction to delineate the contamination.
In 2016, a Groundwater Monitoring / Investigation Report for the LTF Program was submitted to ADEM. The report indicated that dissolved concentrations of methyl tertiary butyl ether (MTBE) in one of the monitoring wells in July 2016 [1.26 milligrams per liter (mg/L)] and October 2016 (1.03 mg/L) exceeded the ADEM ISL of 0.020 mg/L. After their review of the report, ADEM requested that all four wells be plugged and abandoned. On June 18, 2020, all wells were abandoned. Mr. James Heller with the ADEM UST Corrective Action Division verbally stated that No Further Action (NFA) will be required for the property; however, the letter has not been drafted for the facility yet.
