Additional Property Attributes

PPM Consultants, Inc. (PPM) was retained by the Three Rivers Delta Planning and
Development District, Inc. (TRPDD) to conduct a Phase I Environmental Site Assessment
(ESA) of the Tallahatchie River Property located at 132 West Main Street in New Albany,
Union County, Mississippi. The purpose of this assessment was to identify recognized
environmental conditions (REC) in connection with the property by utilizing interviews,
review of record information, and site reconnaissance. The environmental assessment was
conducted in conformance with the scope of the American Society for Testing and
Materials (ASTM) International Standard Practice E 1527-13.
PPM conducted the site reconnaissance on December 18, 2020. The property is an
approximately 7.26-acre, irregularly-shaped vacant lot with a gravel driveway and is
located in downtown New Albany, Mississippi. The majority of the property consists of
mowed vegetation with a small pavilion located in the central portion. There are sewer
manholes located along the western portion of the property and a ditch filled with bricks
and rubbish on the southwestern portion of the property. An interview with the current
owner revealed that old tires may be buried in the southwestern portion of the property.
The property is reported to have been used as a tractor service location from circa 1975 to
circa 1990. Aboveground storage tanks (AST) were depicted in the 1975 aerial imagery.
The surrounding properties are a mix of commercial businesses, retail spaces, and
residential dwellings.
This assessment has revealed no evidence of RECs in connection with the property except
for the following:
� Historical uses of the property prior to current use.
- Ray's Tractor Company. An interview with the current owner revealed that
prior to her purchase of the property (13 years ago), the property was operated
as a tractor center and fueling tanks were located on the property. Upon further
investigation, it was determined that Ray's Tractor Company operated on the
property. Ray's Tractor Company performed repairs to tractors, which
involved the use of petroleum products and potentially hazardous substances.
Two ASTs (containing unknown material) near the eastern property boundary
were depicted in the 1975 to 1980 aerial photographs and were likely associated
with Ray's Tractor Company repair operations. The environmental database
lists Ray's Tractor Company as an inactive gas station that historically operated
one 250-gallon gasoline underground storage tank (UST) that was installed on

January 1, 1970, and was listed as "permanently out of use" as of October 10,
1990. The MDEQ site file contains information for two 250-gallon USTs being
"filled" as their means of decommissioning with a decommission date of
October 10, 1990. Based on the former USTs being abandoned and possibly
remaining on the property, the historical handling of petroleum products and/or
hazardous substances during tractor repair operations, and the historical
potential of a release from the USTs and ASTs on the property, the former
Ray's Tractor Company operations and associated tanks are considered a REC.
- Buried tires. An interview with the current owner revealed rumors that tires
may have been buried on the southwestern portion of the property. The
responsible party for the buried tired is unknown. However, if tires are illegally
buried on the property it is also possible (based on the property's past tractor
repair and fuel storage uses) that petroleum products and/or hazardous
substances may have also been buried on the property. Therefore, the rumored
illegal dumping on the southwestern portion of the property is considered a
REC.
� Historical and current surrounding land uses. The surrounding area land use
has consisted of a mix of residential and light commercial operations beginning in
1904. T
