Additional Property Attributes

The Subject Property is currently vacant with remnants of cement slab-on-grade building foundations and surrounded by paved or vegetated ground surfaces. Land use at the Subject Property has been confirmed by aerial photography back to 1942, when the Subject Property appears to be partially developed with residential structures. Aerial photographs from 1956 through 2012 depict the site developed with a large commercial structure, reportedly occupied by a commercial bakery from 1956 until the 1990s according to interview information. Aerial photographs from 2006 through 2012 depict the site with large piles of debris on the western portion of the property, which coincide with the time JIL Industrial Recycling occupied the Subject Property. The former on-site structure was damaged in a fire in April 2015 and the structure was demolished in 2016. The following RECs were identified at the property: the historical use of the Subject Property as a commercial bakery from at least 1956 to the 1990s, The release from two former USTs on the Subject Property and land use restrictions associated with this incident; The potential presence of a 4,000-gallon gasoline UST at the Subject Property; and The use of the Subject Property as an industrial recycling facility from 2006 to 2015 including the use of solvents and petroleum stored in USTs, drums, and other aboveground containers, and a fire in 2015 that resulted in several releases noted by the City of Kinston Fire Department. Historical LUST Incidents 7516 and 5915 on the south adjacent and east adjacent parcels, respectively, were identified as offsite RECs.
