Addl Cleanup/Treatment info: Based on RBM survey, One paint sample (blue paint collected from the exterior concrete wall of the Thrift Shop Bathroom) was above laboratory method detection limits for lead and greater than 0.5% by weight, classifying it as a LBP. Special handling is required for blue paint on concrete exterior walls as it is LBP. Three paint chip samples contained detectable concentrations of lead above the laboratory reporting limit, but below 0.5% by weight. Although not considered LBP, these concentrations of lead would require compliance with applicable portions of the Federal OSHA and Oregon OAR regulations. The following potentially hazardous materials were observed with the Property buildings: 1) light ballasts that may contain PCB-containing oil; 2) fluorescent light tubes that may contain mercury; 3) smoke detectors that may contain radioactive materials; and, 4) refrigerators that may contain ozone-depleting substances. These items that may contain hazardous materials may be handled or removed during building renovations. These materials need to be handled and disposed of in accordance with applicable EPA regulations during building renovation.

Additional Property Attributes

The 9.85-acre Property is located in the City of Newport, Lincoln County, Oregon. The Property currently is owned by Lincoln County and consists of two adjacent tax lots 11-11-05-DD-04200-00 (633 NE 3rd Street, 9.62 acres) and 11-11-05-DD-00300-00 (no situs address, 0.23 acres). Both tax lots are zoned as "Exempt County Improved Property" by Lincoln County and have been used as the County Fairgrounds for over 100 years. Events routinely hosted at the Property include a weekly farmer's market, the annual Lincoln County Fair, seasonal Christmas tree sales, youth group events and other community-oriented events. Nine structures are currently located on the Property (1200 square-foot storage; 15,000 square-foot exhibit hall; 816 square-foot horse barn remnant/storage shed; 4,275 square-foot thrift shop; 768 square-foot rabbit barn/storage shed; 8,715 square-foot riding arena; 6,084 square-foot 4H livestock barn; 1,600 square-foot 4H building and restrooms; and 40,000 square-foot outdoor arena). The Property is bounded by NE 7th Street to the north, residential structures and Newport High School to the west (a portion of the School track extends onto the Property), NE 3rd Street to the south and NE Harney Street to the east. The southwestern corner of tax lot -4200 contains a narrow, wedge-shaped section which extends westward approximately 450 feet along NE 3rd Street. Surrounding land use consists of residential, commercial and municipal development. No RECs were found.
