Additional Property Attributes

The Property is located at 12420 and 12470 SW 5th Street in Beaverton, Oregon. The Property consists of tax lots 1S115CB04500 (12420 SW 5th Street) and 1S115CB04600 (12470 SW 5th Street). The total Property area is approximately 0.55 acres. The tax lots are designated as "improved residential" and zoned as Urban High Density Residential. The building at 12420 SW 5th Street is 764 square feet size and the building at 12470 SW 5th Street is 1,812 square feet. Both buildings are recorded as being constructed in 1950, though residential buildings first appear on the Property in 1947 aerial photographs. Prior to 1947, both tax lots were undeveloped. At the time of the site visit, the residence at 12420 SW 5th Street was unoccupied and a used bookstore (The Book Corner), occupied 12470 SW 5th Street. The Book Corner operates in partnership with the Beaverton City Library. The Book Corner has operated at this location since at least 2005 according to historical city directories. The only use of the tax lot at 12420 SW 5th Street appears to have been residential. One empty shed is located on the west side of the residence of 12420 SW 5th Street and a shed and garage are located south of The Book Corner building. The shed is used for storage of boxes, decorations, and excess books, while the garage houses a City-owned maintenance utility vehicle, and small quantities of paint and fertilizer. The exterior landscaping is typical of residential land use across the Property. A paved driveway and walkway are present for each building on the north side of the Property. A single asphalt-paved parking stall is located on the west Property boundary, reserved for handicapped patrons to access the bookstore. A concrete ramp is located along the west side of the Property running from the parking stall to the entrance of the building at 12470 SW 5th Street. No RECs found in connection with the Property. However, the following item of note was identified: 1) the Property is developed with a former residence that was converted into a bookstore and a single family residence in an area where residential heating oil tanks (HOTs) are not uncommon. According to a tenant representative, a HOT was removed from 12470 SW 5th Street (The Book Corner). The owner representative for 12420 SW 5th Street was not certain about the presence or former presence of a HOT. No evidence of a remaining HOT was observed on the Property and City of Beaverton public records staff did not respond to requests for documentation of a possible HOT removal. Oregon DEQ HOT Duty Officer did not find a HOT-related record for either tax lot or address. While no direct evidence of current or former HOT presence has been identified, current/former HOT presence was not definitively determined. Should a HOT be discovered on the Property in the future, it should be properly decommissioned. 2) regulated building materials (RBMs) have not been evaluated as part of this assessment. Due to the age of construction, it is suspected regulated building materials may be present. It is recommended that the Property owner retain an appropriately qualified abatement professional to ensure these materials are identified and managed in accordance with applicable regulations during renovation or demolition.

This property was last slated for a $5 M mixed use redevelopment project including 30 units of housing, 10 of which are affordable.
