Additional Property Attributes

Fairgrounds Valley is an active public housing development currently operated by the Rockford Housing Authority (RHA). The housing development consists of groups of townhomes built between 1968 and 1970 under the early Scattered Sites Program. In August 2020, a Phase I ESA was completed to meet the requirements in accordance with U.S. Housing and Urban Development (HUD) requirements for Environmental Review (ER) under 24 Code of Federal Regulations (CFR) 50.4, 58.5, and 58.6. The ER is required to move forward RHA'S efforts to decommission the outdated development and position the property for future redevelopment. The Phase I identified what was once the world's largest leather tannery (Hess & Hopkins Co.) that operated on the eastern portion of the Fairgrounds Valley Development from circa 1882 until closure in 1960. A Phase II was required, which was split 50/50 by the City of Rockford using Assessment Grant funds and additional funding from RHA. The Phase II work commenced in December of 2020. The results of the Phase II identified several areas of the property impacted with low level PNAs/SVOCs, lead, and arsenic in shallow soils. Additionally, test pits and borings from deeper intervals encountered what is presumed to be tannery waste sludge exhibiting a very corrosive pH greater that 13.5. PFAS compounds were also detected in shallow groundwater, although all detections were below Illinois EPA proposed PFAS groundwater limits.

Fairgrounds is no longer providing adequate housing due to its substandard physical condition, and concentration of public housing units. Therefore, after relocating residents to locations with high opportunity scores, RHA plans to use Section 18 to demolish and dispose Fairgrounds (210 units and the community/maintenance building). The estimated cost of demolition is $5,222,000 will be funded by Public Housing Capital Funds. The estimated fair cash value of the vacant residential land after demolition takes place is $54,610, industrial land after demolition takes place is $63,000, and a projected sales price of $50,488 based on the industrial land estimate. The City of Rockford is currently providing the Environmental Review for the project that will outline the future use of the property and the mitigation factors that must be completed prior to redevelopment. Environmental related factors include:

1) To address all contaminants during demolition and throughout any future developments on the site, safety precautions shall be taken for construction worker populations. Earthwork and other underground construction activates where soil will be disturbed shall not commence until a Remedial Action Plan is approved by the Illinois EPA as part of the Site Remediation Program enrollment in addition to the creation of a Construction Worker Site Specific Health and Safety Plan that is stamped by a Licensed Professional Engineer. All construction workers with the potential to handle or come into contact with contaminated soil shall be OSHA 40-Hour HAZWOPER Certified and must have completed an annual 8-hour refresher in the prior 12 months.

2) Prior to any final building occupancy or site reuse associated with redevelopment of the current Fairgrounds land parcels, a No Further Remediation (NFR) Letter shall be obtained from the Illinois EPA's Site Remediation Program (SRP). Enrollment in the SRP shall be Comprehensive. If redeveloped land use is to residential, mixed use with a residential component, and/or greenspace, assessment and cleanup shall be completed in accordance with Residential Cleanup Standards. Industrial/Commercial Cleanup Standards may be utilized if final end use is industrial or commercial. Final NFR letter(s) shall be recorded on the property deed(s) within 30 days of being issued by the Illinois EPA. A Declaration of Restrictive Covenant reflecting all measures to address all contaminants must be recorded with the Winnebago County Recorder.
