The historic First Congregational Church that once stood on the property was devastated by arson on September 2, 2020. The City had recently began the process of acquiring the property on abandonment as a result of redevelopment interest from a reputable private party. All that was left after the fire was a pile of building materials. The roof of the structure was comprised of transite asbestos roof shingles, which coated the property and rubble. The City immediately hired an asbestos abatement contractor to remove visible asbestos from areas of the property in the vicinity of the public sidewalks. With no responsible party and no cleanup assets, the City paid for the cleanup, grading and seeding of the property. A Phase I ESA was completed for CERCLA liability protection in lieu of the City acquiring the property in early 2021. The Phase I identified a former 6,000 gallon heating oil UST that remained. The City used general funds to remove the UST and perform a Site Assessment to check for the presence of contamination indicative of a release. The Site Assessment detected no heating oil indicator contaminants. The small size of the property along with State Highway setbacks and other modern zoning requirements, limits the redevelopment potential to other concepts other than green space area. The property may be used in the future to help redesign the adjacent Highway 251 intersection that is currently difficult to navigate by larger transport vehicles.
