Additional Property Attributes

The property is currently undeveloped land that is comprised of two parcels/lots. The lots are relatively flat with a shallow stormwater ditch running east to west for drainage near the central portion of the property. The southern portion of the property adjoins businesses located on West Peace Street. A dirt roadway that connects Hickory Street to an alleyway behind the business fronts along North Union Street is located on the southern portion of the property.

The Phase I ESA has revealed the following RECs in connection with the property:

� Historical Filling Stations - Fire insurance maps from 1950 identified two historical filling stations: one north of the property at the southwestern corner of North Hickory and West North Streets and one on a southwestern nearby property (Goodie Mart property). The Goodie Mart property is addressed above. Based on general groundwater flow direction knowledge, the northern filling station is upgradient of the property. UST compliance regulations were enacted in 1988. Therefore, based on the handling and storage of petroleum products on the northern nearby site prior to the enactment and enforcement of UST compliance regulations, the fact that it is unknown if tanks were removed from the site, its proximity to the property, and its location up-gradient of the property, the northern nearby historical gas station site are considered to be a REC.

� Historical Automobile Repair Shops. The 1916 fire insurance maps depict a garage west of the property. The 1925 fire insurance map depicts a garage southeast of the property. The 1950 fire insurance map depicts auto repair shops north and southwest of the property. These shops would have performed maintenance and repair of vehicles and handled petroleum products and/or hazardous substances before the enactment of Resource Conservation and Recovery Act (RCRA) regulations; therefore, spills and releases of these materials could have impacted the surrounding environment and would not have been reported. Therefore, the historical operations (at least 34 years) of surrounding, nearby properties as automobile repair shops are considered to represent a REC.

� Historical Dry Cleaners. The 1925 fire insurance map depicts a cleaning and pressing business north of the property. The 1950 fire insurance map depicts dry cleaning operations on nearby sites to the south, northeast, west, and northnorthwest.The year 1945 represents a watershed between the normal uses of petroleum-based Stoddard solvents before the end of World War II and the increasingly popular tetrachloroethene or PERC afterward. A release of Stoddard solvents in the 1940s is not expected to persist 70-plus years, but a release of PERC is much more persistent in the environment. Also, PPM performed a Phase II ESA of a nearby site (Goodie Mart) and discovered vinyl chloride groundwater
contamination exceeding the Mississippi Department of Environmental Quality (MDEQ) Restricted Target Remediation Goal (TRG) on the southern portion of the Goodie Mart site and tetrachloroethylene (TCE) contamination exceeding MDEQ TRGs on the northern portion of the site. Sanborn maps revealed a historical dry cleaning operation north of the Goodie Mart site. Based on the apparent southward degradation of TCE to vinyl chloride, the location of the dry cleaning operation north of Goodie Mart, and the lack of a known historical source of TCE, PCE, or daughter compounds on the Goodie Mart site, it was concluded that the source of the TCE and vinyl chloride was from the northern nearby former dry cleaning facility, or other nearby dry cleaning facilities - the same dry cleaning facilities located near the property. Based on the significant variability of groundwater flow
in the area, and the fact that data suggests that a TCE (potentially PCE) plume exists in the North Hickory Street area, the surrounding historical dry cleaning operations, and the associated plume are considered to represent a RE
