Additional Property Attributes

Located along the east bank of the Rock River in downtown Rockford, Illinois, the Remediation Site was used for heavy manufacturing and industrial purposes by the Ward Pump Co., WF & John Barnes Co., Babcock & Wilcox Co., and most recently the Ingersoll Milling Machine Company until 2002. Ingersoll operated as a metal parts milling, machining, painting, and assembly facility. The primary identified site occupant, prior to Ingersoll, was the Ward Pump and W.F. & John Barnes Company, a machine and assembly line production facility. A cast iron foundry associated with the Ward Pump Company was historically located on the Remediation Site. Industrial use of the property dates back to the late 1880s. Initially, the Remediation Site was investigated as two separate properties but later combined into one when a single redeveloped use was apparent. Cleanup of the property included asbestos abatement, enhanced fluid recovery to remove cutting oil from the groundwater surface, and excavation and disposal of impacted soil from hot spot locations. Additional impacted soil was addressed by approved capping (floor slab, parking lot pavement, soil capping, landscaping components). A groundwater use ordinance was also evoked. The Remediation Site is considered one of Rockford's most successful brownfields revitalization projects with the development and opening of the UW Health Sports Factory in 2016. The $24.9 million development is one of the largest indoor sports tournament venues in the Midwest and is anticipated to have a significant impact on downtown tourism (See https://uwhealthsportsfactory.com/).
