Additional Property Attributes

The Property is located at 400 Jackson Avenue (tax parcel 139-27-110-083), 415 Jackson Avenue (tax parcel 139-27-110-088) and 401 Van Buren Avenue (tax parcel 139-27-111-036) in Las Vegas, Nevada. The area is characterized by residential and commercial development. 400 Jackson Avenue (tax parcel 139-27-110-08 is 0.62 acres and has no building in the parcel. 415 Jackson Avenue (tax parcel 139-27-110-088) is 0.08 acres and has one building (unoccupied) that was built in 1964. 401 Van Buren Avenue (tax parcel 139-27-111-036) is 0.15 acres and has no building in the parcel. The Property will be redeveloped to support restoration of the area with residential and commercial (small businesses and social amenities) development. The Property was first developed with commercial or residential structures prior to 1950. 400 Jackson Avenue was residential followed by a hotel and casino constructed prior to 1961 that operated until the late 1960s. Beginning in 1970s, social service organizations operated at this parcel, through the mid-1980s. The structure on this parcel was destroyed by fire in summer of 1989 and the parcel has remained vacant since. A recent aerial photograph from 2020 indicates that this parcel is being used as a parking lot at times. 415 Jackson Avenue was a dry cleaner from the early 1950s until the early 1970s and various commercial operations from 1973 to 1981 including a barber shop, restaurant and hair salon. The building is attached to a small cluster of buildings, which were constructed in 1943 and 1954. According to Clark County Assessor's Office information, the building was built in 1964 as an addition to the east adjacent structure. The building is currently unoccupied. 401 Van Buren Avenue was an asphalt paved parking lot in the late 1950s. The weathered asphalt pavement remains onsite. This parcel is unoccupied. Previous Phase I ESA report by Ninyo & Moore in January 2020 identified the following RECs and concerns: 1) The 1989 structure fire and subsequent demolition of the remnant structures at 400 Jackson Avenue may have resulted in the deposition of asbestos and lead from lead-based paint. Surface and shallow soil should be sampled and analyzed for the presence of lead and asbestos fibers; 2) Access to the structure at 415 Jackson Avenue should be made and a determination as to the potential of PCE contamination from past dry-cleaning activities at the Property should be made at that time. Lacking further information, sampling of the soil and groundwater at this location and testing of each for the presence of halogenated solvents should be conducted; and 3) Due to the age of the existing structure and the apparent poor condition of the building material surfaces, the structure at 415 Jackson Avenue should be assessed for these components prior to any redevelopment or demolition activities occur on the Property. In addition, to the RECs and concerns identified in the Phase I ESA, multiple USTs were identified within an approximate � mi radius of the Property (Murray's Transmission, Ray & Ross Transport, and Bells Market). Based on the soil sampling assessments, the presence of total petroleum hydrocarbons in shallow soil sample above the NDEP RC indicates localized low-level shallow soil impacts at 400 Jackson Avenue. From the groundwater sampling assessments, chloroform was detected in groundwater sample at a concentration above the NDEP BCL for Residential Water, but below the USEPA MCL and USEPA Groundwater VISL. A leaking water supply line is a common source of subsurface chloroform. 1,2-DCA was detected in groundwater samples at a concentration above the NDEP BCL for Residential Water. In addition, the 1,2-DCA concentration in a groundwater sample was above the NDEP RC for Groundwater, USEPA MCL, and USEPA Groundwater VISL.
From the Supplemental Phase II ESA for the Property located at 400 and 418 Jackson Ave, the significant findings include the following: 1) Soil: No evidence of significant VOC
