Key site along Main Street in downtown Haynesville was a former Fred's Discount Store. The City of Haynesville purchased the site and demolished the structure without conducting a thorough asbestos survey which spread asbestos material throughout the site and prohibited further development until the asbestos was addressed. The City donated the site to the Claiborne Parish Police Jury for a new library to replace the library located block away that has fallen into disrepair. Claiborne Parish Police Jury conducted a Phase I ESA prior to accepting the property. LDEQ provided a subgrant to the Police Jury to address the asbestos in soil at the site. Cleanup activities were completed in Fall 2020. The construction of the new library is now underway with expected completion by the end of 2021.
