Additional Property Attributes

The Property has been undeveloped and vacant for close to 150 years, but continues to have a perception of contamination associated with suspected buried debris and human remains. As a vacant lot, uncontrolled access may have resulted in illegal dumping on the Property. These perceptions have inhibited the development of this Property into an asset for the community.

The Phase I ESA was completed on 2/5/2020 as part of this project. The Phase I revealed evidence of one REC in connection with the property, the potential presence of historical human remains. Also as part of this project, a cultural resource assessment (CRA) was completed on 3/5/2020. The CRA indicated the property was used as a temporary burial ground for Chinese workers and later established as a County cemetery. However according to records reviewed, there does not appear to be a record of individuals buried at the County cemetery.

On 6/9/2020 the potential next steps were identified and included:
1. No further action and the site remains as is.
2. Restoration and preservation f the County cemetery. Possibly enter the site into the historical cemetery grant program under the Washington State Department of Archaeology and Historic Preservation.
3. Pursue redevelopment of property or a portion of the property for affordable housing by conducting further assessment and investigation work.
