Additional Property Attributes

The alley way is referred to as the Beals Alley as it is located next to the historic Beals Building, built in 1923. This alley serves approximately a half dozen businesses on both sides and was recently found to contain several underground heating oil tanks which have not been in usage for decades. The City and the Tillamook Urban Renewal Agency (TURA) are requesting assistance in order to determine how many tanks are in the alley and the extent and magnitude of petroleum contamination.

Due to its location and aesthetics (poor lighting) the alley is attracting illegal activity, including drug use, which discourages downtown visitors.

The City and TURA plan to create a public plaza that includes benches, lighting, planters, etc to create an area for people to gather safely. In addition, access to upstairs apartments (to be developed) is also planned using the alleyway. Prior to creating the plaza, the City would like to conduct a site investigation to determine if any contamination is present that could present a risk to human health or the environment, and address the contamination prior to development.

DEQ funding is planned for conducting the site investigation, and should a cleanup be required, Business Oregon can provide funding to address contamination.

The alley redevelopment will encourage downtown revitalization by providing a safe and welcoming gathering area, as well as a safe thoroughfare for pedestrian traffic.

DEQ completed a Site Investigation in January of 2022. Petroleum and petroleum byproducts were detected in soil and groundwater. DEQ is reviewing the site information to determine next steps and what, if any, cleanup will be needed to address site conditions to pursue site closure. Should additional site characterization and/or cleanup be necessary, other funding sources (such as Business Oregon funding) will be pursued.
