Additional Property Attributes

The subject property was historically utilized as a retail petroleum station and automotive service station starting between 1947 and 1951. The historical address for the property was listed as 2229 9th Avenue North. After the retail petroleum station was closed, the subject property was then operated as an automotive trim shop. In the early 1990s the property became a game room and was then razed and cleared of all structures in the late 1990s. The property has since been a vacant parcel with only the former building concrete pad and what appears to be an underground storage tank (UST) fill port present on the property.

The surrounding area has been a mixture of residential and commercial businesses since 1905. More commercial development took place over the years. By the 1960s, the surrounding areas were mostly commercial. Most of these structures are still present today.

This assessment has revealed no evidence of RECs in connection with the property except for the following:

* Historical use(s) of the property prior to current use. The subject property was historically developed for commercial use before 1951. The historical address for the property was listed as 2229 9th Avenue North.
* Former Joe's Citgo Service Station. The subject property was historically utilized as a retail petroleum station and an automotive service station. The subject property was developed into a petroleum station between 1947 and 1951. According to the Environmental Data Research, Inc. (EDR) report, the facility operated until approximately 1977. No information on a UST or above ground storage tank (AST) system could be located. During the site reconnaissance, what appeared to be a UST fill port was observed on the northwestern portion of the property. The port was full of soil and therefore could not be further investigated. It appears that motor fuels were stored and sold on the subject property prior to the promulgation of environmental laws which require tank owners to install equipment and utilize procedures to help prevent and detect releases to the environment. Because the property was historically utilized as a retail petroleum station which stored and sold petroleum fuels, the historical use of the property as a petroleum station is considered a REC.
* Current use of the property. The property is currently a vacant lot with the concrete pad of the former building still on the property. No businesses operate on the subject property.
* Possible UST. A possible UST fill port is present on the subject property. The fill port is located on the northern corner of the property. The port was observed to be filled with soil. Ms. Alexander was unaware of what exactly the fill port was for or connected to. The presence of the possible UST fill port indicates that a UST is likely present on the subject property. A UST could contain old petroleum product that could potentially leak into the subsurface. The presence of the fill port is considered a REC.
* Historical and current surrounding land uses. The surrounding area has been a mixture of residential and commercial development since before 1905. Since 1940, the surrounding area has been relatively unchanged, with a lot of the same structures still present.
* Rumore's BP and Buggy Wash. The Rumore's BP and Buggy Wash facility is located adjacent northwest, across 9th Avenue North. During the site and area reconnaissance, it was noted that the property had USTs in the ground and an old canopy was present. These features indicated historical use as a retail petroleum station. Ground surface indications of three USTs were observed on the property. No information was available from the Alabama Department of Environmental Management (ADEM) about the former retail petroleum station. Ms. Alexander, the current owner of the subject property, stated in an interview that she previously owned the former Rumore's Car Wash. She stated that the facility uti
