Additional Property Attributes

The subject site was historically used as a local dog pound for the City and an automotive salvage yard. From the 1940s until approximately 1967 the property was occupied by the dog pound. Later, from approximately 1970 until approximately 1988, it was operated as an automotive salvage yard where automobiles were stored waiting to be scrapped. The property was used to store cars that were to be dismantled for parts. The concrete building that is currently located on the property was constructed in the 1940s and was used for the dog pound. Topography maps indicate that the property had an incinerator located in the concrete building. The property currently has cars, horses, and animals that belong to the person living on the property. Around most of the property boundaries there are piles of debris that appear to be left over from the former auto salvage business that operated on the property.

The surrounding area has been mostly used for residential purposes. The adjoining properties consist of residential parcels except to the north, which is vacant land. Other non-residential properties in the immediately surrounding area include a church and a small supermarket. A railroad track is located along the northern property boundary and Valley Creek along the northwestern property boundary.

This assessment has revealed no evidence of RECs in connection with the property except for the following:

* Former Auto Salvage Yard. Beginning sometime between 1967 and 1970 some of the property was used as an automotive salvage yard. By at least 1981 the entire property was covered completely in automobiles and appears connected to the property to the southeast owned by Holmes Used Auto Parts by a single lane path. According to the 1988 aerial photograph the property was cleared of cars and no longer used as a salvage yard. Because automobiles were stored on the property that contained motor oils, fuel, and batteries, the historical use as a salvage yard is considered a recognized environmental condition.

* Former Incinerator. The exact use of the incinerator cannot fully be determined based on interviews with the current property owner. The property owner is also not aware of anyone still around that would know how the incinerator was used. Trash incinerators can generate significant quantities of ash that can potentially concentrate hazardous substances such as metals. Because the use of this incinerator is unknown, it is considered a significant data gap.

* Former Holmes Used Auto Parts (Former Auto Salvage Yard, 2900 12th Avenue North). This property is located approximately 110 feet to the east-southeast of the subject property and was used as an automotive salvage yard from at least 1970 until at least 1981. Cars were stored on the property from approximately the 1960s until at least 2004 and were dismantled so the parts could be sold. The site is listed as a Resource Conservation and Recovery Act (RCRA) Very Small Quantity Generator and is also found in other site databases. The property is currently vacant and is only being used for storage. There is a building structure located near the center of the property. The roof of the building has collapsed and there are currently building materials and paint stored inside the building. The remaining parts of the property have been cleared. The building materials being stored consist of mostly paint and tiling materials. Since salvage automobiles were stored and dismantled on the property that contained motor oils, fuel, and batteries, the historical use is considered a recognized environmental condition.
