Additional Property Attributes

2022: The building on this site was constructed in 1915. In 1925 it was in use for shoe cleaner manufacturing. Between 1950 and 1972 it was used as an auto service garage. Today it sits vacant and abandoned. City will determine if site is suitable for redevelopment. Ph I Findings: Petroleum products on-site; potential hydraulic lift (in vault); potential chemicals from industrial uses, both on-site and from adjoining properties Recommendations: Ltd Ph II sub-surface investigation.

4/25/2025 Ohio EPA: The Subject Property encompasses 0.092 acres of light industrial land located north of the Eastham and Elderwood Avenues intersection, with access from Eastham Avenue. It features a 3,555-square-foot, single-story building with a partial basement built in 1915. Initially undeveloped from 1891 to 1898, it became a woodworking shop in 1913. Over the years, it has housed various businesses, including a shoe cleaner manufacturer (1925-1928), an auto repair shop (1928-1972), and companies such as the Ohio Blanket Company and the Wire Stripping Company. The property is currently vacant. The December 2023 Phase I found that there are concerns about potential petroleum contamination from a neighboring facility with underground storage tanks that could impact groundwater or create vapor intrusion risks. The June 21024 Phase II found that the soils at the subject property meet Ohio VAP standards for commercial and industrial direct contact, but shallow soil (0-2 feet) at two locations contains benzo(a)pyrene levels that exceed residential direct contact standards. No petroleum constituents were found in the soil or groundwater samples near the adjoining REC-2/OSSA-1 site, indicating that they have not migrated from the former underground storage tanks (USTs) on that property. The source of the detected trichloroethylene (TCE) in monitoring well TW-1 is unknown, but it appears isolated, as no volatile organic compounds (VOCs) were found in the other three temporary groundwater wells. Polycyclic aromatic hydrocarbons (PAHs) were also absent in these samples. Furthermore, sub-slab vapor data suggests that the detected VOCs do not pose a risk to indoor air quality for residential or commercial occupants.
