Additional Property Attributes

The 1.62-acre Property consists of Washington County Tax lot 1S109DD03200 in Beaverton, Oregon and is owned by BG Desert Investments LLC. It is developed with one vacant 10,353-square-foot restaurant building that was built in 1980. The building is surrounded by an asphalt-paved parking lot with landscaped areas. The Property is zoned Regional Center - Multiple Use (RC-MU). The Property is located approximately 0.5 miles north of downtown Beaverton and 0.7 miles west of Oregon Highway 217. The Property is located east of the intersection of SW Center St. and SW Hall Blvd., and is bound by SW Center St. to the north, SW Hall Blvd. to the west, and a Sherwin Williams paint store to the east. A Wendy's restaurant is south adjacent. Surrounding sites are generally commercial in use, with some residential properties to the north/northeast. Historical records and interviews indicate the Property was cultivated with horseradish from prior to 1936 until the 1960s. The material threat of a pesticide release associated with former high intensity (row crops) agricultural use is considered a REC, and shallow subsurface soil sampling is recommended to explore for persistent pesticides. Based on the additional sampling/assessments, no organochlorine pesticides were detected above MRLs in a composite soil sample collected at the Property. Metals concentrations in the composite soil sample did not exceed potentially applicable DEQ RBC/background or DEQ clean fill screening values. No VOCs were detected above MRLs in shallow fill material samples. No VOCs were detected above MRLs in groundwater. The findings provide no evidence that Property environmental conditions have been impaired by a release. No further site assessment appears warranted at the Property. Based on the RBM survey, ACM was identified within the survey area. It is recommended that ACMs be removed by a licensed abatement contractor prior to renovation, refurbishing, or demolition activities. If the entire area of ACM is not affected by renovation, refurbishing, or demolition activities, spot abatement of the material could be completed. This would entail only abating the affected areas. It is also recommended that a third-party consultant, independent from the abatement contractor, be retained to monitor abatement activities and provide final remediation clearance testing as appropriate during the renovation of the Property, in accordance with all applicable laws. One paint sample (green paint collected from the interior drywall of the Office adjacent to the bathrooms) was above laboratory method detection limits for lead but less than 0.5% by weight. Although not considered LBP, these concentrations of lead would require compliance with applicable regulations to protect workers. Other potentially hazardous materials were observed within the Property buildings (Light ballasts that may be equipped with PCB-containing oil; Fluorescent light tubes/bulbs that may contain mercury; Lead-containing batteries; Refrigerators and air conditioning units that may contain ozone-depleting substances; and, Solvents, paints, petroleum products, lubricants and cleaning product). These items that may contain hazardous materials may be handled or removed during building renovation/demolition.

Beaverton Urban Renewal Agency acquired the property and redevelopment for use as part of the larger Creekside District is scheduled to begin in Summer 2023.
