Additional Property Attributes

The 2.03-acre Property consists of a single Washington County tax lot (1S110CC01303) and is owned by BG Desert Investments LLC. The Property is in an area of mixed residential and commercial use approximately 0.3 miles north of downtown Beaverton and 0.5 miles west of Oregon Highway 217. The Property is undeveloped and unoccupied. The Property is zoned Regional Center - Beaverton Central (RC-BC). Surrounding sites are a mix of commercial and residential to the north and residential to the west. SW Lombard Avenue forms the eastern Property boundary, with undeveloped land and the Beaverton Transit Center light trail/bus station beyond. Light rail tracks form the southern Property boundary with Beaverton Creek and commercial development (auto dealership, transmission shop, and auto tinting business) beyond. Historical records and interviews indicate the Property was cultivated with horseradish from prior to 1936 until the 1960s. Two small structures appeared to be present in the northeast corner of the Property from approximately the late 1960s to the early 1990s. The Property has been an empty grass- covered field since the early 1990s. Historical records and interviews indicate the Property was cultivated with horseradish from prior to 1936 until the 1960s. The material threat of a pesticide release associated with former high intensity (row crops) agricultural use is considered a REC. Although a specific source of information could not be cited, City personnel reported that dumping may have occurred on the Property. The material threat of a release associated with potential dumping on the Property is also considered a REC. A geophysical survey is recommended to explore for evidence of dumping. Based on geophysical survey findings, soil sampling in any suspected dumping area may be recommended. Shallow soil sampling is recommended to explored for persistent pesticides. Phase II sampling and assessment was conducted. Significant findings from the Phase II ESA include: 1) the presence of fill material containing debris was confirmed at the Property; 2) organochlorine pesticides were detected in eight soils samples, including a duplicate sample. Pesticide concentrations in three of these eight samples exceeding DEQ clean fill screening criteria, but none exceeded potentially applicable DEQ RBCs; and 3) lead was detected at a concentration exceeding DEQ clean fill screening criteria in one soil sample, but not potentially applicable DEQ RBCs. Based on the results of soil testing conducted at the Property, it appears that no cleanup is warranted to protect human health or the environment. While three soil samples contained lead and/or pesticide concentrations exceeding DEQ clean fill screening criteria, the magnitude of the exceedances were low, and ISM soil sample and duplicate concentrations were below clean fill screening criteria. These data suggest that no special management of soils during redevelopment is required. However, the DEQ should be consulted prior to Property redevelopment to seek concurrence regarding this opinion. No further site assessment appears warranted at the Property at this time.

Beaverton Urban Renewal Agency acquired the property and redevelopment is to begin in Summer 2023.
