Additional Property Attributes

According to interviews and research, the subject property appears to have operated as naval fuel storage facility from 1942 through 1980 as part of the Department of Defense Cheatham Annex. In 1981, the facility was transferred to the Commonwealth of Virginia Department of Emergency Management (VDEM) and continued to act as a fuel storage depot. According to records, operations were shut down in 1983 as contamination was discovered. The site underwent extensive corrective action in the 1990s. A Declaration of UECA Environmental Covenants was entered into in August of 2019 by the VDEM and the Virginia Department of Environmental Quality (VDEQ). Activity and use limitations set forth in the covenant affect approximately 197.5 acres of the subject property located in the "CAP Area" and require continued maintenance and inspection of impacted areas around Hipps Pond, prohibit residential development, restrict use of the groundwater, and require a materials management plan and VDEQ approval for earth moving activities on the subject property in this defined area.
