Additional Property Attributes

In December 2018, the Coalition completed a Phase I ESA of the Clackamas Heights Property on behalf of the Housing Authority of Clackamas County (HACC). The Phase I ESA identified two recognized environmental conditions, associated with potential vapor encroachment from an adjacent retail gas station and a nearby landfill. Based on these findings, a Phase II ESA was recommended. In May 2019, the Coalition conducted a Phase II ESA of the Clackamas Heights Property, collecting soil vapor samples from four borings. No evidence of significant or widespread impacts warranting cleanup or risk mitigation for residential use was identified. In 2018, Metro awarded HACC a $220,000 grant for a master plan for the Clackamas Heights property. The Phase I and II ESAs supported HACC's master planning to transform a 16-acre, 100-unit public housing neighborhood built in the 1940s into a 300-unit mixed income community with parks, natural habitat areas, a community center, and an early childhood wellness center.
