Additional Property Attributes

PPM Consultants, Inc. (PPM) was retained by the Three Rivers Delta Planning and
Development District, Inc. (TRPDD) to conduct a Phase I Environmental Site Assessment
(ESA) of the Harrison Property located at 140 West Bankhead Street in New Albany,
Union County, Mississippi. The purpose of this assessment was to identify recognized
environmental conditions (REC) in connection with the property by means of interviews,
review of record information, and site reconnaissance. The environmental assessment was
conducted in conformance with the scope of the American Society for Testing and
Materials (ASTM) International Standard Practice E 1527-13.
PPM conducted the site reconnaissance on March 24, 2021. The property consists of two
parcels and is approximately 0.23 acres in size and square in shape. The property is an
active parking lot used for commercial business customer parking in the western portion of
downtown New Albany. The northern portion of the property contains a landscaped
flower bed with trees. The southern portion of the property consists of the rear of the
Tallahatchie Gourmet Restaurant. The rear of the restaurant contains two grease traps and
a 55-gallon drum. Excluding the flower bed on the northern portion and the restaurant on
the southern portion, the property is paved asphalt.
This assessment has revealed no evidence of RECs in connection with the property except
for the following:
� Historical use of the property prior to current use.
- The 1904 fire insurance maps depict the property as part of the Hally and Son
Cotton Gin with the central portion of the property depicted as a warehouse.
The southeastern portion of the property is shown as part of the engine room.
The 1907 and 1913 fire insurance map depicts the property as Furr & Ivy
Livery with carriage house. In the 1925 fire insurance maps, the property is
depicted as a garage with electric and stove heat. Two gas tanks are shown at
the northern border of the property along Mill Street. These gas tanks (likely
underground storage tanks (UST) were operated prior to the 1988 regulations
governing fuel storage. It is unknown if the tanks are still located along the
northern portion of the property. During an interview with Mr. Harrison,
property owner, he stated that his father was part owner in a car dealership
located on the property until the building burned down in the late 1950s or early
1960 s. Since the burning of the car dealership building, Mr. Harrison stated

the property has been vacant or used for parking. Historical uses as a former
cotton gin, garage with gas tanks, and automobile dealership operations likely
involved the storage and handling of petroleum products and/or hazardous
substances; therefore, these previous operations and the former gas tanks (likely
USTs) are considered to be RECs.
� Historical and current surrounding land uses.
- Roger's Gin is depicted in the 1948 Fire Insurance Map to be located
approximately 423 feet south-southwest of the property. The Gin utilized a fuel
tank to power an engine for gin processes. During the 1940s there were no
Spill Prevention, Control, & Countermeasures (SPCC) regulations that required
secondary containment for petroleum tanks. The fuel tank, lack of fuel
regulations, common industry practices of the era, up-gradient and
close proximity to the property present a REC.
- Greer and Greer Used Cars is listed in the City Directory for the years
1993 and 1998 as being located approximately 215-feet to the south-southwest
of the property. Used car dealerships often contain automobiles that may leak
petroleum liquids and may utilize on-site automobile servicing including
solvents. Based on the site use, assumed up-gradient locations, and proximity
to the property, this site is considered a REC.
- Rutledge Printing is listed in the City Directory for the years 1993 through
