Additional Property Attributes

PPM Consultants, Inc. (PPM) was retained by the Three Rivers Delta Planning and
Development District, Inc. (TRPDD) to conduct a Phase I Environmental Site Assessment
(ESA) of the Holley Site at 704 MS-25 in Aberdeen, Monroe County, Mississippi. The
purpose of this assessment was to identify recognized environmental conditions (REC) in
connection with the property by means of interviews, review of record information, and
site reconnaissance. The environmental assessment was conducted in conformance with
the scope of the American Society for Testing and Materials (ASTM) International
Standard Practice E 1527-13.
PPM conducted the site reconnaissance on April 1, 2021. The property is currently a
22.14-acre parcel developed with a vacant 300,000-square-foot manufacturing facility.
The property was first developed between 1938 and 1952 with a small structure located in
the northeastern portion of the property. The rectangular structure was demolished and a
portion of the existing industrial facility was constructed between 1952 and 1960, and the
industrial facility's footprint was expanded westward circa 1972. A concrete drive enters
the property from the east and extends to the north and south of the main structure. The
property has been utilized as a manufacturing facility from the mid-1960s to approximately
2015.
The surrounding properties are a mix of industrial, residential, and commercial uses.
Residences are located to the north and east of the property. Commercial and/or industrial
operations are located to the west and south of the property with the main nearby industrial
operation being the current Westlake/Axiall vinyl pellet plant located on the
southern/southwestern adjoining property. This adjoining site has operated as a chemical
plant from 1979 to present.
This assessment has revealed no evidence of RECs in connection with the property except
for the following:
� Historical use(s) of the property prior to current use.
- Tenneco Automotive / Walker Manufacturing / Holley Performance
Products. In historical documents reviewed, a large industrial building was
first observed in a 1960 aerial image, and the facility was further expanded in
1972. City directories from 1964 to 2000 listed the property as Walker
Manufacturing and/or Tenneco Automotive. A 2005 city directory listed the

property as property was then utilized by Holley Performance Products
(carburetors pistons rings/valve).
o Underground Storage Tanks (UST). During this time, the facility
operated three USTs: an 8,000-gallon gasoline tank, a 10,000-gallon
mineral spirits tank, and a 3,000-gallon xylene tank. The gasoline and
mineral spirits USTs were documented to have been removed in December
1989. The xylenes tank was reportedly removed on February 12, 1991.
The project was routed to the Hazardous Waste Division of the Mississippi
Department of Environmental Quality (MDEQ) on May 22, 1991. No
record of soil or groundwater sampling was available for review. Based on
their past potential of releases, their use prior to 1988 UST compliance
regulations, and the lack of documentation of proper closure, these former
USTs are considered to represent a REC.
o Hazardous Waste Generation. The Environmental Risk Information
Services (ERIS) report lists Holley Performance Products Inc. as a small
quantity generator from 2000 to 2010 of D listed wastes including corrosive
waste, ignitable waste, chromium, mercury, methyl ethyl ketone,
tetrachloroethylene, vinyl chloride, and F listed wastes including
nonhalogenated solvents. A review of the MDEQ Uncontrolled Sites file
revealed a chlorinated solvent (1,1-dichloroethylene, cis-1,2-dichloroethane,
tetrachloroethylene, and trichloroethylene) groundwater plume present
above the MDEQ Tier 1 Target Remediation Goals (TRG) in the
northeastern corner of the onsite building. The l
